This ability to commit as much as possible manifests itself in the form of allowing him to make chemical concoctions one level higher than what his Intelligence allows, at the cost of anything made in this nature lasting half as long when it pertains to duration.
    The Living Thunderbolt (Freebie) - Simon's "trademark", (no longer) singular unique ability. He's capable of using LIghtning Release techniques without handseals due to his innate affinity with the element.
    Business is Business - A loan of five hundred thousand ryo (500,000). Simon took it out in pursuit of grand business ventures - of course with the added trouble of needing to pay back 750,000 Ryo. Half of any money he makes goes toward paying this off.
    Blinded by Violence - In exchange for depriving his sensual awareness, Simon is able to increase his physical resilience amid situations as need be. This results in a two minus deduction to Perception, for a two plus addition to Constitution, as he optimizes his defensive capabilities. Costs five CP, like any other stat trade unique ability.

    Appearance: Appearing his age, Simon dons the appearance of a young adult. His flesh is fair in nature, mostly lacking in anything like moles or blemishes. The only defining 'texture' to his skin is the assortment of hairs that litter it, courtesy of puberty's effect on his body years back. Fortunately, oriental genetics have been light on him, leaving him free of looking like a wooly mammoth or anything of the sort. Had that not been the case, more than just his face would be cleanly shaven for sure. Regarding his face, however, there's nothing remarkably notable about it or bizarrely out of the ordinary - normal lips, cheeks yadda yadda.

    He has a credible jawline, one sometimes embraced by the faintest signs of a five o'clock shadow. Bright, sky blue irises, often regarding their surroundings with either nonchalant empath or coldness look on from hooded eyes. Blond locks, undeterred from natural growth courtesy of him delving deeper into chemical use - unlike his counterpart, permanently mask the black locks he was born with, allowing his roots to match his would-be dyed hair. He keeps his cut short, reaching to neck-length at best while otherwise carefreely swept to one side when it pertains to bangs.

    Simon stands at six foot flat, not an inch shorter or taller. He weighs in at what's average for someone of both his size and the rough regime expected to maintain a proper physique when it becomes to being higher-ranking than average. Muscle honed from years worth of this practice line his body, keeping his leaned figure toned as a reward for his efforts. This is seldom ever shown, though, due to him bearing more reserved wardrobe choices.

    Fittingly, he tends to wear more comfortable or lax clothing - at least when he's not in the company of others. Seeing the hoodie-sweatpants combo of his 'youth' as likes to consider two years ago is common for him in secluded environments. His obsession with the color yellow, while much more muted now, still occasionally expresses it in his wardrobe, albeit in duller and more tame shades. Often times, it'll be acquainted with the likes of an accessory or smaller section of clothing like a tie or arm band of some sort. Recently, he's even adopted a particular preference for tank tops.

    When it comes to more public settings, though, business is all that he usually ever offers. Much like other Jounin, Simon fits himself with a black, high-collared sweatsuit - one thing that's remained consistent. He wears nothing defining with it - not even a scarf or anything of the sort. Generally, this is the default look that he goes with when he's not tending to official business - but when that is the case he wears the standard issue single-shoulder white vest. His forehead protector has taken its place around his neck, rather than his arm like it used to. Standard issue sandals and a gauze-mounted hip pouch are fitted to this general attire, too.

    The story goes the same. Born in the Land of Frost - specifically Shimogakure no Sato. It's been twelve years, now, that he's spent in Kumogakure - but back then things were simpler. For him, at least. His parents came here to make a living given how rough things were back in their home village. The Kishima Family became the Kageyama, to symbolize the new lifestyles they started for themselves. Years went on, with him discovering chemistry and what not - more or less from far simpler instances of reactions. He hadn't been able to delve deeper due to his age, though. All he knew were the very basics, but that was still enough to captivate the kids that, like him, were resigned to a poorer lifestyle.

    He got along well with them - all of them, becoming known as 'Simon' around the parts due to being considered somewhat of a ringleader. To this day, he's uncertain how he really caught their eye or was even considered someone worthy of following. Maybe he just had the air about him. Graduation from the academy he'd been enrolled into to become a shinobi, to 'contribute', came and went... as did his parents. They'd left without a word, something not necessarily out of the ordinary but also something that felt wrong to him. Unfortunately, Simon would never find out.

    So instead, he was lead astray. That minute talent of discovering 'reactions' turned into outright playing around with concoctions - seeing what he could make work. Seeing what wouldn't work. He hung around the same crowd - who continued to keep him safe. While he honed his chemical proficiency, he did the same with his capabilities in Ninjutsu, tending to expanding his arsenal and his general capabilities when he wasn't with his freiends.     In this reality, that dream of being a King - of not worrying about being poor, was the only future he saw in sight. So Simon pursued and pushed, using his funds from the squad he was in to further that pursuit of his. He slowly built up his name on both ends, just continuing to improve. There was no Shimiko Chinoike, or Ryuko, for him or this 'world's' Natsuru to be distracted by. Far as he knew, the latter was just more competition - one that kept growing over the years in his 'domain'. Without an idol, there wasn't an idol's sister to survive unknown illness, partially of his own charity. That positive action didn't exist, here - it didn't allow him to discover brighter avenues.

    While Simon did develop - far faster here, it wasn't socially in this scenario. He became a Chuunin through hard work and effort, albeit it took him watching the people he grew up with slowly withering away to the desperation of the more impoverished portions of his nation. It took them being stepping stools to their 'ringleader', their 'Simon says' figure for him to get where he was at. The passionate and sickeningly-positive Lightning King, of this reality, was more akin to a Jaded King. After all, the only identity he had for himself was the one established by his 'dead' friends. No one ever got to know him for his true colors - his true identity. Just Simon.

    Nihilism, nor solitude, managed to grasp onto him, though. He continued to climb, the determination that made Sakata Kishima Simon Kageyama and vice versa allowing him to push through it all. Minus any of the tethers he perhaps would've had - or people to care about. Perhaps, in an alternate reality, he would've been blessed with that idol's sister falling in love with him, and found the desire for growth in that. Perhaps... he would've went on to be annointed with the rank of Elite Jounin, after spending years under the next-in-line Raikage's tutelage with said love of his life, and two others.

    That is not this reality, though.
    He is not Sakata Kishima, either, contrary to how this began.

    He's the boy that, in an unexpected turn of events, had been named Jounin two years following his initial promotion to Chuunin, saving several of his own in a failed operation thought to be lost. He's the man who made it on his own. He's the King of the Slums - at least, proclaimed by him in lonesome, seeking to become the 'King' of something else.

    Kumogakure.

    ... But perhaps that's just him getting caught in the mold so many shinobi & kunoichi wish to fill as well.

    Personality: Ambitious more than anything, Simon is a man more caught in the essence of working his way toward what he seeks, whatever the goal may be. Whether short-term or long-term, once the Kageyama's set his sights upon it it's difficult for him to pry them away. It's no surprise that with how he's lugged himself through personal struggle after personal struggle that this has become his remedy - trudging through any mud or upturned ground that seeks to obstruct the next objective.

    Often times, this turns into an expectation for other people, one that will seemingly manifest itself and impose upon them even if he doesn't consciously make the effort. This can make it either difficult or just downright unbearable to be around him at times if he doesn't keep it in check. GIven he tries to avoid actually pinning his expectations on others, though, it doesn't leak out... all the time. Past disappointment is the main thing that plays a part in this particular 'restraint' of his.

    On the other hand, Simon tends to keep somewhat of a distance between himself and his peers. Since he's risen to where he's at now, he's never really interacted with others beyond the pursuit of gain - be it on their end, his own, or mutual. While this can be easily interpreted as a coping mechanism, more often than not he sees it as many others not being worth his time. He prizes his time, what he does with it, and what he achieves with it, above many other things.

    That being said, when he is presented with a means to fill otherwise empty spans it's surprising. Seldom does he ever feel that he's doing something that's worth it when it's in association with others, and that has eaten away at him after years of that mindset. To some degree it's grown into a sense of arrogance - or haughtiness that he, ironically enough, hated to see in the face of 'higher people'. Now he's one of them, and although he's conscious of it he sees the work he's done to make it where he's at as all the more reason to let him be that way.

    The years have only proven that to him. His endurance has only proven that to him. After all, many people would've crumbled like his own 'friends' did by the point he's reached. They would've likely lost themselves to their own product, and just became another statistic. But he's different, isn't he? Surely he's great. Surely something must be special, for him to get this far. And still be standing - still wondering 'what's next?' without the slightest concern. Not yet, has he been faced with a reality that doesn't affirm him as having made himself someone or something 'special'.

    As consumptive of his humility as it has been, he still carries himself in a way that seems no less colder than a man who has given up. He behaves, reacts and speaks - outwardly, at least, like a nihilist who has given up on self-value and become nothing more than a martyr seeking to preserve other lives to find value in his own. Similar to how he's hidden his true identity, Simon hides much of his true sentiments... unafraid of possibly losing them as he has that 'identity'. Even if it comes to him in lapses.. the Sakata he could've been. The Sakata he denies being.

    Due to being better.
