The mask is made to go over and work with the Kirigakure Rebreather mask, meaning all it has to do is be able to fit over it which one could, and probably easily describe to a craftsman in question.

I DM'd you to specific previously approved precedents, one of which was approved very recently. The ruling is simply that since the armour is treated as one item it can only have 1 enchant. As opposed to being able to enchant every single piece if each piece was apped individually.
